Target Finder probably works better.

Not really. With the target finder you'll just get red squares over people, with the millimeter scanner you'll see their silhouette, as well as the enviroment. So you'll know if they're sitting still behind a rock waiting for you to rush through the smoke.
Can't do that with the target finder.

The target finder works great if you don't know where the enemy is coming from though, sort of a better ACOG with less zoom.
MM scanner is something you pick if you've got it unlocked but was going to use a red dot sight.

I played some COD last night on XBOX and had quite some success with following setup:

Primary:
- Ballista
+Ironsights
+Laser (not for no scoping just to better orientate while not ADS)
+FMJ or Extended mags (not shure wich one i took in the end)

Secondary:
KAP-40

Grenade:
-Standard Grenade

Perks:
Lightweight
Toughness
Extreme Conditioning

Extra:
+1 attachment for primary

NOTE: Im very very bad at console FPS i only play it at a friends house every 2 months or so but managed to keep a positive KDR with this loadout. Usually my console COD KDR is around 0.5 or even worse. Im shure someone with decent control over the right thumbstick could pwn with this loadout.
I am part of that power which would the evil ever do and ever does the good.

that moment where you have to spend 2 points to remove a scope.

i also noticed that you do have to be carefull when playing blops 2. when i started playing i ran around like an idiot and that doesnt work. playing defensively often works better.

Because every gun doesn't have recoil, I like some high rpm stuff. I'd slap a Skorpion Evo with rapid fire for the lulz most of the time. (In single player, boo hoo)

At first I was in love with the SWAT (which I still use for medium range engagements), but after a short Thanksgiving day break I've come back and realized that the high RPM stuff is a must.

haha didnt even realise that you need to spend 2 points for it, kinda counterintuitive but then again still worth it imo.

And yes being defensive seems to pay off more in this game than in mw3 atleast, wich is probably also why i do better in this game than in previous ones. Because im still very uncomfortable with the controller i tend to be rather defensive/carefull. In mw3 it felt like when you tried to be carefull you were just waiting for someone to spawn behind you. Although i didnt play much blops2 so far the spawnsystem in this game seems to be so much better than in mw3 maybe i was just lucky.

According to the stats does the Skorpion's 1.0 multiplier mean that getting a body shot and a head shot does the same damage?

Yes, headshots in black ops 2 aren't really something you should count on too much.
