bf4 half fps stuttering/huge cpu spikes

so from a couple weeks i'm getting terrible stuttering given by huge cpu spikes http://i.imgur.com/moZJwzQ.png , i had them since the start of the game, with a short period in which i didn't, but now it became unbearable.

at the moment, i have my fx6300 clocked at 3.99(can't remember how i reached that number though) and the gpu(7950 3gb gygabyte) limited at 8-9% power output from the CCC center(everything else is "as it comes" from the software + the fan running at full speed) making the power output limit highe(5% last time i tried) helps, as in, makes the frames i go down to a bit higher, but the stuttering it's stil there, which means there's a problem with the cpu, even though the temperature and usage(through task manager) seem fine. so i really don't know where to go from here.

right now my user.cfg uses this states:

GameTime.MaxVariableFps 70
perfoverlay.drawfps 1
PerfOverlay.Enable 1
Render.DrawScreenInfo 0
RenderDevice.Dx11Dot1Enable 1
RenderDevice.Dx11Dot1RuntimeEnable 1
RenderDevice.Dx11Enable 1
RenderDevice.RenderAheadLimit 0
RenderDevice.TripleBufferingEnable 0
WorldRender.DxDeferredCsPathEnable 1
WorldRender.LightTileCsPathEnable 1
WorldRender.MotionBlurEnable 0
WorldRender.MotionBlurMaxSampleCount 0
WorldRender.MotionBlurQuality 0
WorldRender.MotionBlurRadialBlurMax 0
WorldRender.PlanarReflectionEnable 0
WorldRender.TransparencyShadowmapsEnable 0
WorldRender.SpotLightShadowmapEnable 0
WorldRender.SpotLightShadowmapResolution 1024
NetworkPerfOverlay.GraphPos (750.0,1200.0)

any idea how to fix this?

edit: when using mantle instead of dX11, there are way less spikes, and when there are, the effect on gameplay is really minimal, so perhaps the problema has to do with dx11 and/or drivers?
naturally i wouldn try not to use mantle if possible, as that means i can't record my gameplay when i want to.

If your CPU is the cause of the problem you might try reducing the clock a little. Many CPUs become unstable at higher ratios or base clocks, in addition to heightened temperatures. I for example reduced my FX8350's clock from 4000 stock MHz with 4400 boost to 3800 MHz without boost. Performance did not take a noticeable hit, but temperature dropped by almost 10C. I had also tried it OC'd, but between 3800 and 4400 the positive effects are minimal IMO.

Memorable quotes not taken yet:

Of course, this ignores the non-constant cross-sectional first moment of area across the chest as well as non-constant material properties of the boob; it would be difficult to perform a more detailed analysis (as in, I'd have to have a shape function AND I'd need to derive a function for elastic modulus as a function of lateral breast coordinate) but whatever. It's 2am and I'm lazy.

I always believed science should be very hands on experience.

You should also answer this question I had posed in that thread: Would you be willing to pay your surgeon more if he was going to use a chainsaw for the opening incision of surgery? Clearly using a chainsaw isn't truly suited for surgery but that doesn't really matter. If he's "skilled" enough to be able to use the wrong tools of the trade, he should be rewarded for that skill right?

if you read the edit, you see the problem isn't that, temperature is fine, usage is fine, when using mantle gameplay is pretty much fluid and there basically no spikes(those that still remain though i guess are because of what you said) which means the cpu is not actually the problem per se, the problem is something htat interacts with the cpu that is present when using dx11 but not when using mantle.

edit: yep, can confirm that the dx11 is the problem, changed these strings from 1 to 0

RenderDevice.Dx11Dot1Enable 1
RenderDevice.Dx11Dot1RuntimeEnable 1
RenderDevice.Dx11Enable 1

and now it runs as fluid as with mantle if not more, now the question is: does that make sense?

edit2: no it doesn't, because i'm an idiot who forgot to turn off mantle.

edit3: well this is an odd one, this time i made sure mantle was turned off with the setting of this post and... the cpu usage was a straight line (so less then a change every 10 seconds) which is extremely weird....
well at least i restricted the culprit to only 3 strings of code, now i'm going to experiment a bit and see which one was the real cause of the stuttering.

edit 4: and now with all on i have low spikes? da heck? i have no idea what'd going on anymore, the only thing i gathered was slightly more spikes with the dx 11.1 on, so i'll turn those off for now and keep dx11 on, if i have other problems again, i'll come back.

edit5: had some problems even with dx11 on, so i turned everything off and now it seems to be working, i still sometimes get some stuttering during enemy explosions, but that aside, game finally runs fluid, it also puts less stress on the gpu so i could get a higher fps and power output limit.
