What constitutes rate of fire step?

I've heard use such term thrown around quite frequently in videos but I could never quite understand what constituted a rate of fire step, if it was simply RPS I wouldn't even bother asking the question, but evidently rate of fire step progression is e.g. 163RPM>224RP>257RPM>299RPM>359RPM

Is this simply arbitrary designation or does it come from some kind of Frostbite wonkiness? I reckon the case of 599RPM vs 600RPM where at 600 the TTK was 1 frame shorter, but I find it hard to apply in case of 163, 224 and 257RPM steps.

Invert to find the frame steps. For example, at 30 Hz, 299 RPM is 6 frames: 60/299*30; 257 is 7 frames, etc. It’s 299 not 300 so it is always forced to take a full 6 frames.

Quirks of operating within environments of given tickrate won't stop surprising me anytime soon thanks for the answer.
