What is recoil dec?

Just as the title says, I just wanted to know what is recoil decrease.
What does it do, basically?

It defines how fast the amount of recoil decreases over time. I.e. if you fire the weapon and do not move your mouse, the aimpoint will "reset" to where you started over time.
It is not as straight forward as "degrees per second". See detailed algorithm here.
