Countermeasure - Maintenance

Simple enough question, what the hell is Maintenance and what does it actually do? I was screwing around on test range and all it seems to do is reduce the time it takes your vehicle to start healing damage from 15 seconds to 10 on a tank. Does it increase heal rate? Is it different on other vehicles?

I want to know if its a viable option to run with Fire Extinguisher for aggressive/high mobility tank gameplay.

IIRC it also decreases recovery time from critical hits. Don't know the exact numbers though.

With this, I'll rid MGO3 of infestation. Sans bad gameplay MGO3 will be torn asunder. And then it shall be free. People will suffer, of course - a phantom pain.
