How does a 60hz tickrate change weapons that fire over 1000rpm?

I heard somebody say guns that fire at 1000rpm and over are broken in a 30hz environment. Does 60hz or 120hz facilitate buffs or nerfs to the K10, Scorpion and the Dual VZ .61?

If weapon's firerate is too high compared to the tickrate, then multiple bullets could be included in same "tick" (eg. 900RPM for 30Hz). Due to this only one increase in recoil and spread is added even though you fired two bullets. Also afaik this was one of the causes why weapons felt so "one-hit-kill", as you could receive fatal damage in one frame.

60Hz fixes these type of problems, and thus "nerfs" high firerate weapons like K10.
