UCAV: This was made under the basis that 1) You have to be support to use it. Support in general has very few tools to be effective in competitive, hence why you don't see it often. Even with the allowance of the ucav, support is still pretty weak in regards to medic/engineer. 2) The timer to use it is very long, especially in a competitive environment. Current respawn rate is 90 seconds, the same rate for a vehicle spawn and he must be alive for that 90 seconds. If someone is playing support (with it's limited life expectancy due to main primary weapon power and no medic bags), he will probably never see a ucav spawn. If he is able to spawn a ucav, it was most likely that that player did nothing for that 90 seconds, which in general is pretty ineffective in a major plan. 3) Even with the spawn timer, the UCAV only does 28 damage to tanks and the splash is not the same as it once was. I say tanks because they are the primary targets. There is high potential to miss little birds, especially an aware littlebird, and it no longer one shots choppers anymore. To conclude, we have deemed it a very inefficient (and cheesy?) weapon to use, but you are free to do so if you want to use it in a strategy.

Target Detector: From our tests in public gameplay, it is not a god tool. It is basically a piece of equipment that replaces your spot button. Essentially, pressing Q has just as much effectiveness as using the target detector. It is a tool for the lazy with the cost of not being able to use a laser sight. Effectiveness is also diminished as there is no 3D spotting in league rules. It is a cheesy device, but you are free to use it. If this is something that is universally disagreed upon, we can change the ruling.

Infy IR/Thermals: These are allowed due to our ruling that the nerf to these scopes was enough to allow it back in. Our original ruleset was made before the nerf, hence why it was banned. I pretty much expect everyone to run 1x and red sights anyway, so it is not much of a concern.

Correct
IRNV doesn't see through smoke any longer
Target Detector is a inferior choice for attachments, but if someone wants run it...
Ucav has a delay before you can spawn it, preventing the ability to spam it

Is there any restriction on redeploying during the countdown time or any other time?

There is no restriction on redeploying during the countdown timer OR redeploying at any other time.
