Yes, for Dawnbreaker the jet (though it wont batter for Tier I till playoffs) will currently be allowed for Dawnbreaker.

We had it in WEL, and I think it makes a bit more balance for teams. It has "SOME" potency for Air-Ground, but it is exceptionally useful for jet drops and making the map a bit more dynamic.

what do you mean by this?
Well, it is ambiguous, but the idea is if there are(were) teams across the board of Tier II struggling with having jet pilots, we would have map modifications and specific jet rules. However, I do not believe this is the case, nor has it been raised as a serious concern thus far by any team regarding complete jet ineptitude.

Therefore, currently, Jets are allowed in ALL maps that they spawn in (including Dawnbreaker).

Server configs are state that we are using stat-based unlocks. Is this going to be a thing during the season? Why are we moving away from "all" unlocks that we've always used?

Only because "all" doesn't really allow...all. HOWEVER, this should be changed on Sept. 1st because "all unlocks" should be a thing (ie Coyote sights on AEKs, etc...). Our idea for stat unlocks is that, honestly, most guys play this game enough to have the unlocks they want. They also can easily play the game with some slim jims, get some battlepacks/XP boost, and unlock what they want.
