Weapon spread not clear for me

The spread value is in degrees. The bullets will thus hit in a circle with a certain radius. My question is the following. Is the spread value in degrees from the center of the circle to the edge or from one edge to the other edge? Hope you know what i mean

Itīs deviation from the aimpoint, so therefore the center of the circle in your terms.
