The real issue has always been implementation

Not really.

The concept of BF4's upgrade bar was fairly bad.

The concept of Reduced Fall is questionable no matter the implementation

The concept of Explosives Mk. II is hilarious and it was successfully implemented.

I agree, thought that's part of what I meant about implementation, basically everything past the idea of having perks.

BF1's seem excellent so far, not being made useless by a random squadmate running the same one as in BF3, not requiring squad points to earn which made them incredibly unreliable in BF4, and BF4's being very buggy on top of that, and no damage, HP (besides Flak), or even ammo-based Specs. As far as we can tell so far, the closest they come to affecting gunplay is Cover which obviously reduced Suppression in some way, and Flak which is only explosives. Otherwise it's all spotting, and similar "tool" type abilities that are affected, along with gadget-specific stuff.

Okay I must admit that I have a really bad feeling about this
What happened to the "Help DICE prioritize" thread in CTE reddit? I am very confused and worried right now.

Worry no more.
To Aim Assist or not to Aim Assist, that is the question.

Nope. Aim Assist or bust; here's why:

I don't know what to say when I saw updated links. The description looks more like coming from a MOBA than FPS.

That's a pretty narrow-minded way of looking at things.

Passive Spotting is the future!

With this, I'll rid MGO3 of infestation. Sans bad gameplay MGO3 will be torn asunder. And then it shall be free. People will suffer, of course - a phantom pain.

Reddit and Konami will rewrite the records... And I will be demonized in human memory. But... The thirst for good gameplay that I have planted will infest MGO3. No one can stop it now. The Rebalance Mod will unleash that thirst unto the future.

Most of these were also in the last few games...

He has a point though. A lot of the things implemented and balance decisions can be seen as watered down features from other genres, and especially from the now so popular MOBA-shooters.

Well... what do you expect for a game with specialized class roles and teamplay? Like, this is how you specialize roles, I'm kind of confused as to what's being complained about here. These are far closer to CoD perks than something like a MOBA, that seems like such a strange comparison.

I just wanted to explain that the impression can indeed arise. I mean ammo 2.0 was basically also a similar feature derived from RPGs and MOBAs. I can see the appeal for DICE because MOBAs are the hot shit right now, but personally I think using half-fitting features and watering them down from other genres is an awful idea.
You are right though that perks are nothing new in this game, and they seem to do the same as in previous iterations of the franchise, however I do not see the need for even further specialization, as the game is complicated as is. I really do not see the need for builds like, for example, limpet charge + airburst mortar, where a perk increases mortar ammo and another reduces the limpet downtime. The classes should work like a charm in their designated role with any gadgets and weapons by themselves. And then the perks give you a little extra on top, like another magazine, or a sprint buff, something general, instead of some complicated "if,...then..."-stuff. Because we have enough of that already.

I wponder though why including perks into this game is indeed something that takes "months", although I guess increased spotting under suppression is rather hard to code. I appreciate perks, and see the appeal, but I think spending work on this first instead of a real overhaul is the wrong way to go about the game.

if you revive a teammate, both of you get a sprint boost for 8s
if an enemy is spotted and then you suppress him, spot time increases
when your tripmine is triggered, if you are within 15m, the enemy is spotted
if you are suppressed, your grenade regeneration bar is stopped
